Russell Eubanks has been promoted to senior vice president and chief information officer at the Federal Reserve Bank of Atlanta, announced Raphael Bostic, president and chief executive officer of the Atlanta Fed. Bostic also announced that Chris Oakley has been promoted to vice president and coordinating regional executive. The promotions are effective January 1, 2019.

Eubanks will continue to have responsibility for information security and will assume leadership of Technology Solutions Services. He also will become a member of the Bank's Management Committee. Eubanks joined the Atlanta Fed in February 2015. He has served as acting chief information security officer for the Retail Payments Office and the Committee on Research Automation. Eubanks came to the Bank with more than 16 years of information security experience in industries such as health care, payments, and communications. Formerly, he was director of security architecture, risk, and compliance at Cox Communications.

Eubanks holds a bachelor's degree in computer science from the University of Tennessee at Chattanooga and is a certified instructor in information security with the SANS Institute.

Oakley will serve as the lead regional executive for the Atlanta Fed's district, assuming responsibility for coordinating the Regional Economic Information Network strategic plan, outputs, and talent pipeline. He has served as vice president and regional executive since 2009. Additionally, he facilitates the Jacksonville Branch's board of directors and the Sixth District's Advisory Council on Trade and Transportation, and he oversees Jacksonville's economic and financial education programs and provides regional input into the Atlanta Fed's monetary policy process.

Oakley started his career with the Federal Reserve Bank of Atlanta in 1988 as a management intern in the Jacksonville Branch. He held various management positions in Cash Services, Payment Services, and Human Resources before being promoted to financial services director in 1992. In 1996, he was promoted to assistant vice president and named assistant branch manager the next year. He was promoted to vice president and branch manager in 2002.

Oakley earned his bachelor's degree in management and a certificate in industrial and organizational psychology from the Georgia Institute of Technology.

The Federal Reserve Bank of Atlanta serves the Sixth Federal Reserve District, which encompasses Alabama, Florida, Georgia, and sections of Louisiana, Mississippi, and Tennessee. As part of the nation's central banking system, the Atlanta Fed participates in setting national monetary policy, supervises numerous commercial banks, and provides a variety of financial services to depository institutions and the U.S. government.
