City of Atlanta Enters Partnership Agreement with U.S. Army Corps of Engineers to Address Infrastructure Projects at Lakewood Park

The City of Atlanta entered into a Project Partnership Agreement (PPA) with the U.S. Army Corps of Engineers (USACE) on Friday, April 21, 2023, to address flooding at Lakewood Park as part of the Atlanta Environmental Infrastructure Project.

The total cost of the project is estimated at $15,000,000. USACE is committing $6,000,000 and the City will be responsible for $9,000,000.  The City has already committed an in-kind contribution of $2,000,000 toward the project via a design Task Order with H2R (AE JV), authorized by City Council in Ordinance 22-O-1903 on January 17, 2023.  An additional $7,000,000 is needed to commit to the project. This amount is being requested in companion legislation. 

“With a system comprised of 500 miles of pipe and more than 50,000 inlets and outfall structures, the Department of Watershed Management’s ability to address flooding at Lakewood Park is critical to the resiliency of the city’s water infrastructure and surrounding communities,” said Mayor Andre Dickens. “This partnership with the U.S. Army Corps of Engineers is a continuance of improving the entire city’s water system as part of the Atlanta Environmental Infrastructure Project to ensure our ability to meet the needs of residents and businesses keeps pace with the city’s growth.” 

The Lakewood Stormwater Project is a Section 219 cost-share project with the USACE. The project will include the design and construction of stormwater infrastructure in Lakewood Park to remove the Lakewood Dam, stabilize a road culvert, and alleviate flooding in the Lakewood Park area.

To commemorate the partnership, City officials, along with Colonel Joseph Geary with USACE, executed the agreement at a signing ceremony Friday, April 21, 2023, at 1p.m. at City Hall.
