Mayor Dickens Appoints Department of Enterprise Asset Management Commissioner

After a national search, Mayor Andre Dickens announced the appointment of Chris Davis to serve as Commissioner of the City’s Department of Enterprise Asset Management (DEAM). With more than two decades of public service experience with the City of Atlanta, Davis most recently held the position of Deputy Commissioner of DEAM since 2019. DEAM plays a pivotal role in City services, charged with facilities management, technical services—including safety and security for City-owned or leased spaces—and maintaining the City’s real estate portfolio.

“Chris Davis not only knows how to deliver on projects large and small—he truly enjoys the work and has the respect of his colleagues,” said Mayor Dickens. “The City has hundreds of millions of dollars of capital projects activated across Atlanta and Chris has proved he has what it takes to deliver efficiently from pre-design to construction close out. He has earned the respect of his colleagues and I look forward to his continued leadership.”

Prior to serving as Deputy Commissioner of DEAM, Davis served as Director of Technical Services of DEAM. Davis began his career with the City of Atlanta in 2002 at the world’s busiest and most efficient airport—Hartsfield-Jackson Atlanta International Airport. Starting as a Senior Project Engineer, Davis worked his way up through the ranks to become Facility Maintenance Assistant Director and eventually Senior Facility Manager at the airport before joining DEAM.

In 2022, Atlanta voters approved three bond measures that dedicated $750M toward vital transportation, recreation, public safety and arts projects across the city. One bond was $210 million to address vertical infrastructure such as police facilities, fire stations, recreation centers and other parks and recreation facilities. From those funds, DEAM will oversee the construction of new facilities for AFRD Stations 25, 26, 30 and 31. DEAM will also oversee the replacement of the Grove Park Recreation Center, improvements and renovations to dozens of parks and recreation centers across the city and numerous other capital projects over the coming years.

Among others, DEAM has three core divisions / responsibilities:

Facilities Management
Facilities Management is charged with providing safe, secure, clean and well-maintained sustainable facilities. The division has direct responsibility for maintaining, repairing, securing, cleaning and providing services for City Hall, Municipal Court, Birdine, Dunbar, and Georgia Hill Neighborhood Centers, Public Safety Headquarters, Public Safety Annex, 911 Center and the Atlanta Workforce Development Authority (AWDA). FM also provides maintenance and repair support for Atlanta Fire Stations, Police Precincts, ACDC and eventually the new Atlanta Public Safety Training Center.

Technical Services
The technical team is responsible for all small, medium and large construction/renovation and move projects. This team has responsibility for tracking all furniture assets as well as surplus inventory for City departments in owned and leased spaces. Technical Services also has responsibility for the safety and security of City buildings and employees.

Real Estate Portfolio
Real Estate maintains the City’s inventory of owned and leased properties, excluding Aviation and Board of Education properties. Real Estate assists departments with the acquisition, disposition and management of their real estate needs. The primary functions of the division include property management, the acquisition and disposition of real estate interests, intergovernmental transfers and revision of the real estate code.

Davis received a Bachelor of Science degree in Engineering from the University of Iowa, Iowa City. Holding honors from the Building Operation Management Association, Construction Society Institution, Davis is also a member of the America Association of Civil Engineers and the International Facilities Manager Association.

His effective date is Monday, March 18, 2024.
