City of Atlanta Proposes $3.0B Total Operating Budget, Including $975 Million General Fund for FY2026

The City of Atlanta announced its proposed $3.0 billion total operating budget for Fiscal Year 2026, including a $975 million General Fund budget. This proposal reaffirms the City’s commitment to essential services and strategic investments in public safety, affordable housing, and infrastructure.

As part of this proposal, the City is implementing a forward-looking financial strategy to reduce property taxes, lower debt obligations, and improve long-term financial flexibility. By reallocating bond levy savings and optimizing general obligation debt, the City aims to deliver meaningful tax relief to residents, reduce overall debt, and enhance its credit standing.

“My administration is committed to a safe, thriving Atlanta—built for the future and full of opportunity for all.” said Mayor Andre Dickens. “This proposed budget reflects those values and a steadfast commitment to strengthening our neighborhoods and strategic investment in our infrastructure.”

“This plan helps ease the tax burden on residents while improving the City’s financial health,” said Mohamed Balla, Chief Financial Officer. “Because property tax exemptions apply to the millage rate shifted to the Maintenance & Operations (M&O) levy—unlike the bond millage—this approach directly benefits taxpayers.”

A significant portion of the investments will support critical and recurring needs within the General Fund, including enhanced salaries and upgrades to fleet and facilities for Police and Fire services, as well as infrastructure improvements, ensuring the continued delivery of high-quality services to Atlanta residents.

Councilmember Howard Shook, Chair of the Finance/Executive Committee, added, “This budget strikes the right balance between fiscal discipline and investment in the services our residents depend on. It’s a responsible plan that supports Atlanta’s continued growth and stability.”

The City of Atlanta’s total operating budget of $3.0 billion includes funding from the General Fund, Aviation, Watershed Management, and Solid Waste Services. The proposed FY2026 General Fund Budget of $975 million supports the City’s core services through a diverse and reliable revenue structure. Major revenue sources include property taxes, sales taxes, and hotel/motel taxes, which are essential to sustaining city operations.

This effort comes as the City navigates a challenging fiscal environment, driven in part by broader macroeconomic pressures. Departments have been instructed to maintain service levels while enhancing efficiency.
