DeKalb Schools Hires HPM for $1.5 Billion Capital Improvement Program

HPM has been selected to serve as planning and program manager on a $1.5 billion capital improvement program for DeKalb County School District (DCSD) within metro Atlanta. HPM will serve a unique role, providing full-service planning and program management for the school district, which plans to implement a number of renovations and new construction projects to accommodate evolving enrollment and modernize aging facilities.
HPM successfully went to market with a comprehensive strategy that encompasses all levels and phases of service, from planning to execution, representing a first-of-its-kind project for the firm. HPM’s ability to execute a full-service capital improvement program from start to finish enables owners to stay on schedule and within the agreed upon scope and budget, while having an advocate on their side throughout the project lifecycle.
HPM will oversee planning, which involves demographics research, assessing the conditions of existing facilities and budgeting and cost analysis to determine the best approach to consolidation, renovations and expansions for various assets. After this stage, HPM will oversee program management, which involves the coordination of teams including the general contractor, architect and subcontractors as they execute each project. This portion of the project involves ensuring goals are met while within budget and the allotted timeline and includes the closeout services at the end of the program.
HPM is partnering with energy efficiency company Ameresco and Atlanta-based Johnson Construction Services (JCS) to manage the scope of services on the improvement plan. Led by nationally recognized planning and program experts, the team will oversee DCSD’s plans for multiple site modifications, renovations, additions and new construction projects across the district’s 138 schools and programs.
DCSD currently enrolls more than 92,000 students among 104 neighborhood schools, 22 choice and specialty schools/programs and 8 charter schools sponsored by the district but operated by other parties. DCSD owns 159 facilities, including 126 school facilities, nine support facilities, five stadiums, 14 vacant sites and five properties leased to charter schools/community centers. Totaling over 15 million square feet of space, DCSD is the third-largest system in the State of Georgia when it comes to student enrollment and has the highest number of school facilities in the state.
