City of Atlanta and Atlanta Urban Development Announce Three New Affordable Housing Projects including the Historic West End

The City of Atlanta, through the Atlanta Urban Development, today announced three new projects, including the redevelopment of the West End. The three projects combined will add nearly 350 affordable housing for Atlanta residents earning up to 80% of Area Median Income (AMI) in Atlanta, with each project offering at least 20% of units affordable for those earning 50% AMI and an additional 10% for those earning up to 80% AMI. At least one project will begin lease up by the second quarter of 2025, with others beginning construction this fall and summer of 2025. The Mall West End will be the largest of the redevelopments, transforming the 12-acre, culturally-rich, Atlanta iconic landmark into a 1.7 million square feet mixed-use site—thriving retail, residential and community destination in partnership with the developer, BRP Companies.

Key elements of the Mall West End current redevelopment plan include:
Approximately 120,000 square feet of retail, including a grocery store, fitness center, food & beverage, and local boutiques, 893 mixed-income rental units, with 70% workforce housing, 20% affordable at 50% AMI, and 10% at 80% AMI for 271 total affordable housing units, 152 beds of student-targeted housing, a 150-key hotel, 12,000 square feet of medical office space, and extensive community amenities such as a public green space, fitness center, pool, resident lounge, and bike parking.

Community Impact and Next Steps
The project site is located just steps from four Historically Black Colleges and Universities (HBCUs) that make up the Atlanta University Center (AUC) - Clark Atlanta University, Morehouse College, Morehouse School of Medicine and Spelman College.
The Mall West End redevelopment project is currently in its early stages, with a strong focus on laying the groundwork and conducting initial assessments. The project team is actively working on gathering data, conducting feasibility studies, and exploring various design concepts to revitalize the mall.
Throughout the redevelopment, AUD and BRP will engage residents, legacy business owners, and other stakeholders through various channels, such as town hall meetings, surveys, and public forums, to share their insights, participate in decision-making, and foster an inclusive and collaborative redevelopment approach that reflects the community's aspirations.
Construction on the Mall West End redevelopment is expected to begin in 2025.
Two other projects moving Forward today:
- 41 Marietta, in partnership with Blue Lofts, is located in downtown Atlanta. This mixed-income project will convert an office building to residential, creating 120 total units, including 36 affordable for households earning at or below 80% AMI. The project is expected to begin leasing by Q2 2025.
- The Proctor, in partnership with Windsor Stevens in English Avenue. This mixed-income residential project with 137 total units, including 41 affordable for households earning at or below 50% AMI. The project is expected to begin construction in Q1 of 2025.
