Toro Development Company Adds Two VPs to Experienced Team

Toro Development Company (“TDC”), a premier mixed-use development and asset transformation firm, today announced that Justin Long and David Pugh have been hired as vice presidents of development. With more than 55 years of combined real estate experience, Long and Pugh will be instrumental in executing TDC’s development pipeline, which currently includes Medley, the $560 million mixed-use destination in Johns Creek that is underway on vertical construction

In their new roles, Long and Pugh will oversee all aspects of the development process, from site planning and design through construction and delivery, while also advancing TDC’s mission to transform underutilized real estate into “Third Places” that foster human connection and generate value. Both are well-equipped to execute on this vision, having previously worked alongside the TDC team at North American Properties in the era that delivered Avalon, the $1 billion mixed-use community in Alpharetta.

Long has more than 20 years of experience in commercial construction and development, including a deep focus on technical execution and team leadership. At TDC, Long is responsible for overseeing design and construction activities for the team’s mixed-use projects. Prior to joining TDC, he held development roles with Crescent Communities and Seefried Industrial Properties. Before that, Long served as vice president of development at North American Properties, where he played a key role in the delivery of all phases of Avalon.

Pugh has over 35 years of experience in multifamily and mixed-use development, having held senior roles at Post Properties, Camden, Summit, Davis Development, and most recently, North American Properties. Throughout his career, he has been instrumental in the development of more than 10,000 residential units and brings extensive expertise in urban and suburban projects. As part of the TDC team, Pugh will be responsible for all phases of multifamily projects.

Long and Pugh join TDC as the firm hits the vertical construction milestone on Medley. Celebrating its grand opening on October 29, 2026, Medley will encompass 200,000 square feet of retail, restaurant and entertainment space designed around a public realm; 110,000 square feet of lifestyle office space; 900 luxury residences, featuring a mix of townhomes and apartments; and a 25,000-square-foot Plaza. TDC will infuse its signature approach to resort-style hospitality at Medley, which includes hosting approximately 200 events per year, ranging from outdoor wellness classes and live music to art festivals and watch parties.

Already, TDC has secured more than 25 best-in-class retailers, restaurants and fitness concepts for Medley, many of which are new to the market. Earlier this year, TDC announced that Boehringer Ingelheim, a leader in animal health innovation, signed a lease to occupy 73,000 square feet of Medley’s lifestyle office space. Medley will become the new U.S. Animal Health headquarters for Boehringer Ingelheim and its almost 500 employees in summer 2026.
