ARC Adopts Amendment 5 to the 2050 Metropolitan Transportation Plan / FY 2024-2027 Transportation Improvement Program

The Atlanta Regional Commission Board and Transportation & Air Quality Committee today adopted an amendment to the 2050 Metropolitan Transportation Plan (MTP) / FY 2024-2027 Transportation Improvement Program (TIP).

The amendment covers 53 projects and reflects changes to existing project budgets, timeline, and scopes as well as newly added projects. Here are some highlights:

Updates to Project Cost Estimates (Georgia DOT’s Major Mobility Investment Program)

  • Top End I-285 Express Lanes (Paces Ferry Road to Henderson Mill Road): $13.9 million in additional federal funds

  • I-285 East Express Lanes – Phase 1, westbound (Henderson Road to Northside Drive): $11.9 million reduction in federal funds

  • I-285 Express Lanes – Phase 2, eastbound (Northside Drive to Henderson Road): $235.5 million in additional federal funds

  • I-285 Express Lanes – Phase 1 (Northside Drive to Atlanta Road): $133.7 million reduction in federal funds

  • I-285 Express Lanes – Phase 2 (I-20 to Atlanta Road): $150 million in additional federal funds

  • I-285 Express Lanes (I-20 East to Henderson Road): $321 million in additional federal funds

  • I-285 East Express Lanes – Phase 3 (Henderson Road to SR 410/US 78): $26.6 reduction in federal funds

  • I-285 Express Lanes – Phase 4 (SR 410/US 78 to I-20 East): $240 million in additional federal funding

New Projects 

  • Bridge upgrade (Henderson Mill Road at Bear Creek, Newton County)

    • Project added to reflect expansion of transportation planning boundary into Newton County

  • South Fulton Chattahoochee RiverLands Greenway

    • ARC has allocated $560,000 in Transportation Alternative Program funds for a scoping phase of planned 4.1-mile multipurpose trail following the Chattahoochee River from Thornton Road to MLK Jr. Drive

ARC serves as the Metropolitan Planning Organization (MPO) for all or parts of 19 counties in metro Atlanta and is charged with developing the short-term TIP and long-term MTP to improve mobility and provide better quality of life in the Atlanta region.

The Transportation Improvement Program is the mechanism by which federal, state, and local funds are approved for all significant surface transportation projects and programs in the region The TIP is updated several times throughout the year, as projects change or new funding becomes available.
