Thomas & Hutton (T&H), a privately held, employee-owned professional services firm known for its award-winning culture and 80 years of shaping communities across the Southeast, is proud to announce that Joe Belcher, PE, and Joe Rank, PE, officially earned their Professional Engineer (PE) licenses in the state of Georgia.

Joe Belcher, PE a Civil Designer in T&H’s Buford office, holds a Bachelor of Science in Civil Engineering from Auburn University. He brings diverse experience in civil site development, with project work spanning coastal transportation design, as well as inland multifamily, commercial, and institutional developments across Florida and Georgia. His technical responsibilities include stormwater, utility, site, and erosion control design, and he serves as lead designer on a variety of residential, industrial, and commercial projects.

Joe Rank, PE, also based in the Buford office, is an Environmental Designer and University of Georgia graduate with a Bachelor of Science in Civil Engineering. His expertise includes water and wastewater systems, stormwater management, erosion control, and concrete mix design. He is a GSWCC Level II Certified Plan Reviewer and active member of ASCE and Theta Tau. Joe supports the planning, design, and permitting of infrastructure projects for public and private clients.
