The Federal Reserve Bank of Atlanta announces three promotions in the Legal Department, all effective February 1. Dwight Blackwood was promoted to senior vice president and managing counsel; Alan Faircloth is now vice president and counsel-practice leader; and Rebecca Wasserman was promoted to vice president, ethics officer, and counsel-practice leader.
Blackwood will oversee the department's administrative functions and lead legal matters related to Supervision and Regulation (S&R), employment, procurement, facilities, and discount window operations. He joined the Atlanta Fed in 1994 as associate counsel and has since held positions of increasing responsibility in Legal, including his most recent role as vice president. Blackwood earned a bachelor's degree in political science and accounting from Brooklyn College of the City University of New York and a juris doctorate from Cornell Law School.
Faircloth will serve as the key dedicated legal counsel for S&R. He began his Atlanta Fed career in 2011 as director of enforcement in S&R. He joined Legal as a senior counsel in 2016 and was promoted to assistant general counsel in 2017 and assistant vice president, his most recent role, in 2023. Faircloth serves as counsel and legal representative on the Atlanta Fed's Risk Advisory Council and dedicated counsel to the privacy officer. He is the administrator of the legal training for the Atlanta Fed's Law Enforcement Officer Training Academy. Faircloth holds a bachelor’s degree in economics and finance from Valdosta State University and a juris doctorate from Georgia State University.
Wasserman will assume leadership of the Bank's Code of Conduct and ethics compliance across the organization. She will retain her role as privacy officer and continue to oversee the Bank's litigation and intellectual property matters, serve as legal point of contact for Credit and Risk, and provide training for the Law Enforcement Officer Training Academy. Wasserman joined the Atlanta Fed in 2007 as an associate counsel in Legal. Her responsibilities later expanded to include ethics, intellectual property, and privacy. She most recently served as assistant vice president and assistant general counsel. She earned a bachelor's degree from Williams College and a juris doctorate from the University of Georgia School of Law.
