Hoar Appoints Kelly Burnette as Director of Business Development

Hoar Construction today announced the appointment of Kelly Burnette as its newest director of business development in its Atlanta office. This move represents a strategic effort to support Hoar’s continued growth in Georgia and builds on recent promotions and new hires designed to further strengthen the company’s leadership team.
Burnette brings more than a decade of experience across commercial construction, national accounts and vendor partnerships. She previously helped launch Floor & Decor’s commercial division and expanded it into multiple geographical markets and a wide variety of sectors. She has also held management and business development roles at Assa Abloy, Installations Made Easy (formerly The Home Service Store, Inc.), Emser Tile and Fenco Solutions. Her blend of operational and relationship-driven business development expertise positions her well to elevate Hoar’s brand, portfolio and partnerships across the region.
In her new role, Burnette will focus on increasing awareness of Hoar’s Atlanta presence, building a robust local portfolio, strengthening relationships with trade partners and helping position the firm for high-profile projects and emerging opportunities throughout the metro area.
“Hoar is already a power player nationally, and I see tremendous opportunity to further grow and shape its presence in Atlanta in a purposeful way,” said Burnette. “My goal is to help connect Hoar’s capabilities with the right partners, projects and communities, while continuing to build something meaningful alongside a growing team. I look forward to expanding our reach into sectors and markets across the state that we have not yet tapped into.”
Burnette is also deeply passionate about supporting women in construction and strengthening the next generation of skilled workers through youth mentorship. Raised in a family of contractors spanning multiple generations, she developed an early appreciation for the pride of building tangible, lasting work. She is actively involved in organizations in Atlanta including Women in Healthcare, the National Association of Women in Construction and the Associated Builders and Contractors of Georgia.

Hoar’s Atlanta Division began in 2010 and has completed nearly half a billion in projects across the state as of 2025. Recent projects Hoar has completed in Georgia include the 62,000-square-foot Northeast Georgia Rehabilitation Institute in Gainesville, the redevelopment of Colony Square in Midtown Atlanta and the two-building, 519,424-square-foot student housing development, Inspire, on the campus of Georgia Tech. Hoar is also leading construction on the new mixed-use community Medley in Johns Creek and recently completed a $19 million expansion and renovation project at Crisp Regional Hospital in Cordele, Georgia.
