City of Smyrna Names Paul Louis Osburn, Jr. Public Works Director

At its Sept. 21 meeting, the Smyrna City Council voted to appoint Paul Louis Osburn, Jr. as the City’s Director of Public Works. Osburn has served as interim Public Works Director since January 2026.
In his new role, Osburn oversees the City’s public infrastructure and essential services, including water administration, engineering, streets, water & sewer, sanitation, and recycling. He also oversees facilities and fleet.
“Over the last nearly 20 years, Paul has shown dedication, leadership and a commitment to serving Smyrna,” said Smyrna Mayor Derek Norton. “His commitment to ongoing education and continuous professional development coupled with his breadth and depth of knowledge about all areas of public works makes him the perfect candidate for this role.”
- Osburn began his career with the City of Smyrna in 2007 as a Building and Grounds crew member.
- Over the past 19 years, he has advanced through a variety of positions, including Water & Sewer crew member, Water & Sewer Equipment Operator, Environmental Inspector, Water & Sewer Manager, Capital Projects Coordinator, Assistant Public Works Director, Deputy Public Works Director and, most recently, Interim Public Works Director.
Throughout his career with the city, Osburn has earned numerous professional certifications, including Georgia State Licensed Water Distribution Operator, Georgia State Licensed Wastewater Collections Operator, Georgia State Licensed Backflow Prevention Tester and Nationally Certified Stormwater Inspector. He is also a 2020 graduate of the University of Georgia Management Development Program and, in January 2026, completed the Public Works Officials Executive Development Program, earning Certified Public Works Management (CPWM) certification.
