Staff Report From Georgia CEO

Atlanta Public Schools (APS), in partnership with the Atlanta Urban Development Corporation (AUD), is launching a search for qualified development partners to transform the former C.M. Pitts Elementary School property at 2210 Perry Boulevard NW in Atlanta.

APS and AUD are issuing a Request for Qualifications (RFQ) for the approximately 9-acre site, inviting experienced development teams to present their qualifications and approaches for creating a high-quality, mixed-income residential community that expands housing opportunities for Atlanta families.

For generations, the former Pitts Elementary School site served as part of the educational and community fabric of Northwest Atlanta. Its redevelopment represents an opportunity to return publicly owned land to productive use while addressing the growing need for affordable and attainable housing.

Located along the Perry Boulevard corridor near the former Perry Homes neighborhood, the property sits within a community with a rich history and a strong connection to Atlanta's public schools.

The redevelopment offers an opportunity to honor that history while introducing new housing, neighborhood amenities, and long-term investment that can benefit existing and future residents.

The preliminary development vision contemplates a mixed-income residential community incorporating affordable and workforce rental housing alongside attainable homeownership opportunities.

APS and AUD are seeking development approaches that can accommodate households across a range of income levels, with particular consideration for families, educators, public employees, and other members of Atlanta's workforce.

Rather than establishing a final residential unit count or prescribing a single development configuration, the RFQ provides an opportunity for qualified developers to demonstrate their experience and capabilities in delivering financially feasible, thoughtfully designed housing.

The final development program, including residential density, housing types, affordability levels, and financing strategies, will be refined through the developer selection process and subsequent planning and approvals.

The vision for the Pitts site extends beyond housing to include neighborhood amenities, services, and public spaces that contribute to a strong sense of community.

Development concepts may incorporate community-serving uses such as childcare, healthcare, neighborhood retail, and other services that support the daily needs of residents and surrounding neighborhoods.

APS and AUD also envision opportunities for pedestrian connectivity, accessible open spaces, and family-oriented design that encourage interaction and create a welcoming neighborhood environment.

The goal is to establish a development that complements the surrounding community while providing housing options and amenities that support residents at different stages of life.

The Pitts redevelopment is positioned to complement broader public and private investments taking place across Northwest Atlanta.

The property is located within an area influenced by ongoing neighborhood revitalization initiatives, including the City's Neighborhood Reinvestment Initiative, the Douglass Cluster DC360 initiative, and the Perry-Bolton Tax Allocation District planning process.

These efforts reflect a broader commitment to improving housing opportunities, neighborhood connectivity, educational outcomes, infrastructure, and access to community resources.

By coordinating the redevelopment with surrounding neighborhood priorities, APS and AUD seek to create a project that contributes to long-term community stability and economic opportunity. APS and AUD have engaged CBRE to support the solicitation, developer outreach, and evaluation process.

The RFQ is intended to attract qualified regional and national development teams with demonstrated experience in affordable and mixed-income housing, attainable homeownership, public-private partnerships, and community-oriented redevelopment.

The Request for Qualifications (RFQ) will be released on November 3, 2026, with Statements of Qualifications due December 18, 2026, following a 45-day solicitation period.

Development teams will be evaluated based on their qualifications, relevant project experience, financial capacity, proposed development approach, and demonstrated ability to deliver projects that align with APS and AUD's objectives.
