Federal Home Loan Bank of Atlanta announced today that it has appointed four new members to its Affordable Housing Advisory Council.

New members:

Wendi Carpenter, Rear Admiral, U.S. Navy (retired), is co-founder and principal of Gold Star Strategies LLC, which provides strategic planning and management consulting services for government, businesses, and nonprofit organizations. She has served on a number of nonprofit boards. From 2011-2013, she served as the first woman president of the State University of New York Maritime College. Commissioned in 1978 through Aviation Officer Candidate School in Pensacola, Florida, Ms. Carpenter was designated a Naval Aviator in July 1979. She held executive positions in a wide variety of organizations, working in aviation, fleet and joint operations, regional and base management, logistics, personnel, and systems engineering and technology development for information, cyber, and unmanned systems. Ms. Carpenter was the first woman naval aviator to be selected for the flag rank of admiral. She holds a master’s degree in international relations from Salve Regina University and a bachelor’s degree in psychology from the University of Georgia.

Bruce Lyon is president and chief executive officer of the Winter Haven Economic Development Council, where he works with large and small economic development and housing projects. From 2002-2013, Mr. Lyon served as principal at Swan Advisors, Inc. Prior to that he was senior program officer at the Local Initiatives Support Corporation. Mr. Lyon spent 12 years managing a consulting practice focused on urban economic development, market analysis, strategic planning, and business assistance. Mr. Lyon holds a Master of Business Administration from the Mason School of Business at the College of William and Mary. He earned a bachelor’s degree in business administration from the University of Memphis.

Nancy Vaughan is mayor of the City of Greensboro, N.C. Ms. Vaughan was elected to her second term as the city’s mayor in 2015. She served on the Greensboro City Council from 1997-2001. Ms. Vaughan served on the Greensboro Housing Development Partnership from 2002-2008, and has served on the Board of Trustees for the Greensboro Day School since 2009. Ms. Vaughan’s key areas of focus are economic development, public safety, and enhanced infrastructure, as well as governmental honesty, integrity, and accountability. As mayor, Ms. Vaughan has been actively involved with many organizations that focus on housing issues including Partnership to End Homelessness, East Greensboro Study Committee, and Habitat for Humanity of Greater Greensboro. Ms. Vaughan is a graduate of Fairfield University.

Lisa Maria Mallory is chief executive officer of the District of Columbia Building Industry Association. The DCBIA is a trade association of over 450 member organizations and thousands of professionals in all aspects of real estate development. Under her leadership, DCBIA is at its highest level of organizational membership in its 40-year history. Ms. Mallory is also president and chief executive officer of PeopleStrat, LLC, a small, women and minority-owned full-service consulting firm. Previously, she was the director of the D.C. Department of Employment Services and was senior vice president at ICF International. Prior to that she was senior vice president at the Fannie Mae Foundation. Ms. Mallory earned a bachelor’s degree in business and technology from the University of Maryland, a Master of Business Administration in international business and marketing from George Washington University, and a Ph.D. from Walden University in public policy and administration. Ms. Mallory is a member of Leadership Greater Washington’s Class of 2007 and serves as a volunteer and board member for several nonprofit organizations including the D.C. Chamber of Commerce and the Washington D.C. Economic Partnership.
