Council for Quality Growth Announces Tenth Annual CID Recognition

Staff Report From Metro Atlanta CEO

Thursday, October 17th, 2019

The Council for Quality Growth announces the 10th Annual Community Improvement District (CID) Recognition reception on Nov. 6, 2019 from 5 p.m. to 7 p.m. at Factory Atlanta, a unique venue located in Atlanta’s newest CID, the Chamblee-Doraville CID.

The evening will include recognition of Perimeter Community Improvement Districts (PCIDs), and Cumberland Community Improvement District (CCID) Board member Bob Voyles, Principal of Seven Oaks, as the 2019 recipient of the John Williams CID Leadership Award.

Voyles has dedicated over 20 years to advancing the mission of CIDs throughout the metro Atlanta region. In 1999, Voyles was a founding member of the Perimeter CID (PCID), the first CID in DeKalb County. Recognizing the need for further infrastructure improvements on the westside of the Perimeter area, Voyles expanded the PCID and assisted in the creation of an adjacent CID called the Fulton Perimeter CID. Under his visionary leadership, both CIDs became collectively known as the “Perimeter CIDs.” This was the first time in metro Atlanta a CID expanded into multiple counties.

Since the inception of the PCIDs, Voyles has served in various leadership capacities on the PCIDs’ Board of Directors. As Chairman, Voyles supported PCID’s legacy projects-Ashford Dunwoody diverging diamond interchange, the new ramps on Hammond Drive from GA 400, the Perimeter Center Parkway flyover bridge and the Transform 285/400 project. Voyles currently serves on two CID Boards – Perimeter CIDs and Cumberland CID. Mostly recently, he played an instrumental role in the creation of the newest metro Atlanta CID in Chamblee-Doraville.

Prior to Voyles forming his commercial development firm, Seven Oaks, he was responsible for leading Hines development efforts in the Southeast region. Also, Voyles previously served as a partner at Alston & Bird. He has 37 years of experience in the Atlanta real estate market, developing over three million square feet of office and mixed-use projects, 2,200 acres of commercial land throughout the Southeast, and acquired 1.7 million square feet of Class A office projects in the metro Atlanta region.

“CIDs accelerate growth and development within the metro Atlanta region,” said Council for Quality Growth President Michael Paris. “Voyles’ leadership within the creation of the Perimeter CIDs set a precedent for other CIDs in Metro Atlanta to expand their boundaries across county lines. We are so pleased to honor him with this award.”
